Duties
The working title for this position is Strategy Analyst. As a Strategy Analyst you will:
- Participate as a senior adviser for strategic development, thinking and planning for the National Weather Service (NWS) and support the future of the NWS by enabling transformational change. Define and articulate long-term strategic goals and objectives through NWS, NOAA, and DOC strategic plans and priorities, annual planning processes, and performance management. Support employee engagement and the engagement of the weather, water, and climate enterprise, and factor that into strategic development.
- Coordinate and manage the NWS contribution to the NOAA Annual Operating Planning process sufficiently to provide leadership on the effectiveness of programs and operations, productivity and efficiency of management, or both.
- Serve as a senior advisor to the Office Director regarding fiscal guidelines and processes concerning the examination of program allocation and expenditures (i.e., budget shortages, overages, and effectiveness) to determine long term strategic goals and objectives, priorities, and out-year budget cycle planning activities.
- Brief NWS Corporate decision-making bodies as needed on results and recommendations from program analyses to determine programming needs.

EDUCATION: There is no positive education requirement for this position.
SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To Qualify At The GS-13 LevelOne full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience MUST include all of the following:
- Supporting studies and reviews to ensure strategic plans and goals are met; and
- Reviewing regulatory requirements and changes that impact programmatic services and key administrative support functions
To Qualify At The GS-14 LevelOne full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience MUST include all of the following:
- Leading, conducting, or participating in studies and program reviews that ensure strategic plans and goals are met;
- Participating in management studies and reviews which address the impacts of resource allocations and organizational structures on program operations; and
- Advising management on the results and recommendations from program analyses to determine administrative programming needs.
